The Raiders were called for 23 penalties for 200 yards(the Bucs were flagged 6 times for 64 yards), and still won 30 – 24 in overtime. The game holds the record for most penalties called against one team, most penalty yardage against one team, the largest penalty difference between two teams, & the largest penalty differential by the victorious team.
The record for most total flags in a game is 35 which happened on Oct 13, 1976 between the Seahawks & Buccaneers. The Bucs were flagged 20 times, the Seahawks 15 times. Combined penalty yardage was 310 yards.
